Most airports with multiple terminals offer free inter-terminal shuttles. Delhi Airport has a shuttle between T1, T2, and T3. Mumbai Airport has a shuttle between T1 and T2 (every 20 minutes). The shuttle is free for passengers with a valid boarding pass.
